Europarat veröffentlicht Studie zum “Recht, ein Land zu verlassen”

Der Euro­pa­rat ver­öf­fent­lich­te im Okto­ber 2013 eine neue Publi­ka­ti­on mit dem Titel „Das Recht, ein Land zu ver­las­sen“ mit Fokus auf die Län­der des West­bal­kans und die Dis­kri­mi­nie­rung von Roma. Nils  Muiž­nieks, Men­schen­rechts­kom­mis­sar des Euro­pa­ra­tes, zeig­te sich bei der Pres­se­kon­fe­renz zur Ver­öf­fent­li­chung der Stu­die am 6. Novem­ber 2013 besorgt zur EU-Asyl­po­li­tik und den nega­ti­ven Aus­wir­kun­gen euro­päi­scher Grenz­kon­troll­po­li­tik auf Men­schen­rech­te. Muiž­nieks mahn­te: “The right to lea­ve a coun­try is enshri­ned in most major human rights instru­ments and is inten­ded to ensu­re that peo­p­le can move free­ly, wit­hout unju­s­ti­fied obs­ta­cles. Howe­ver, today’s EU approach to bor­der con­trols and immi­gra­ti­on rai­ses serious con­cerns as it leads to chan­ges in the legis­la­ti­on and prac­ti­ce of third count­ries which may result in human rights vio­la­ti­ons, in par­ti­cu­lar the right to lea­ve a coun­try, the pro­hi­bi­ti­on of coll­ec­ti­ve expul­si­on and the right to seek and enjoy asylum.”
