EU summit: plans to contain refugee movements must be stopped!

Today the European heads of state or government are meeting in Brussels. Besides the Brexit, new plans for outsourcing border controls into countries of origin and transit are on the agenda. PRO ASYL, medico international and Bread for the World present a position paper: a plea for refugee policy that is humane and expresses solidarity.
New cooperation to repel refugees
AccorÂding to the draft conÂcluÂsiÂons of the EuroÂpean CounÂcil, third countÂries will be forced to stop migraÂtiÂon to EuroÂpe and to readÂmit proÂtecÂtion seeÂkers. In regard to the so-calÂled „effecÂtiÂve incenÂtiÂves“ it says openÂly: „To remain partÂners of the EU, third countÂries must also coopeÂraÂte on readÂmisÂsiÂon and return.“ The presÂsuÂre on countÂries of oriÂgin and tranÂsit is being increased furÂther with the newÂly planÂned „PartÂnerÂship FrameÂwork“. The releÂvant draft was published by the EU ComÂmisÂsiÂon on June 7th 2016.
Asylum is to become unattainable
By coopeÂraÂting with countÂries like EriÂtrea, SomaÂlia, Libya and the Sudan, the EU turns its back on the proÂtecÂtion of refuÂgees. This cauÂses a chain reacÂtion. AsylÂum in EuroÂpe is to becoÂme unatÂtainable for asylÂum seeÂkers. EspeÂciÂalÂly from countÂries like EriÂtrea and SomaÂlia, perÂsons with a greÂat need for proÂtecÂtion are fleÂeÂing to EuroÂpe. In coopeÂraÂting with countÂries like Sudan, Libya and others the EU also takes responÂsiÂbiÂliÂty for serious human rights vioÂlaÂtiÂons that take place there.
AccorÂding to the motÂto „out of sight, out of mind“ EuroÂpe’s poliÂcy aims to turn refuÂgees and the real cauÂses for flight invisible.
No cooperation with Libya!
PRO ASYL rejects the expanÂsiÂon of miliÂtaÂry opeÂraÂtiÂons in the MediÂterÂraÂneÂan, which are to include the GerÂman miliÂtaÂry. It can be suspecÂted that the coopeÂraÂtiÂon with LibyÂa’s coast guard is to serÂve the purÂpoÂse of pulÂling refuÂgees back to Libya. The GerÂman miliÂtaÂry is to assist, knoÂwing that this will lead to new human rights vioÂlaÂtiÂons against refugees.
AccorÂding to reports from AmnesÂty InterÂnaÂtioÂnal, proÂtecÂtion seeÂkers in Libya are being arresÂted arbiÂtraÂriÂly, disÂreÂgarÂding their human rights. RefuÂgees are being mistreaÂted and torÂtuÂred, seveÂral detentiÂon cenÂters are being conÂtrolÂled by militiÂas. In their responÂse (BT DruckÂsaÂche 18/8593) to an inquiry by the lefÂtist parÂty „Die LinÂke“ the GerÂman governÂment itsÂelf declared that the conÂdiÂtiÂons of refuÂgees and migrants in LibyÂan detentiÂon cenÂters are very bad (quesÂtiÂon 21, c page 11).
Stop the EU-Turkey deal!
FolÂloÂwing the draft resoÂluÂtiÂon at hand, reports by human rights orgaÂnizaÂtiÂons regarÂding human rights vioÂlaÂtiÂons aimed at proÂtecÂtion appliÂcants in TurÂkey are simÂply being ignoÂred. PRO ASYL again calls on the EuroÂpean CounÂcil, based on the first pracÂtiÂcal expeÂriÂenÂces, to stop deporÂtaÂtiÂons to TurÂkey. ConÂtraÂry to the proÂmiÂses, hundreds have been arresÂted vioÂlaÂting their human rights in TurÂkey. UtiÂliÂzing the threÂat of proÂlonÂged incÂarÂceÂraÂtiÂon, asylÂum seeÂkers have been forced to agree to their supÂpoÂsedly volÂunÂtÂaÂry emigration.

PRO ASYL, togÂeÂther with Bread for the World and medÂico interÂnaÂtioÂnal, has again and again veheÂmenÂtÂly criÂtiÂciÂzed the EuroÂpean poliÂcy of exterÂnaÂliÂzing borÂder conÂtrols: it leads to serious vioÂlaÂtiÂons of human rights of proÂtecÂtion seeÂkers and migrants. The orgaÂnizaÂtiÂons affirm in a joint posiÂtiÂon paper: the represÂsiÂve defenÂsiÂve attiÂtuÂde towards refuÂgees is unacÂcepÂtaÂble from a human rights perÂspecÂtiÂve. AccorÂding to the motÂto „out of sight, out of mind“ EuroÂpe’s poliÂcy of exterÂnaÂlizaÂtiÂon aims to conÂceÂal refuÂgees, migrants, the rights vioÂlaÂtiÂons comÂmitÂted against them and the real cauÂses of flight and displacement.
