Memorandum: Allocation of refugees in the European Union: for an equitable, solidaritybased system of sharing responsibility

With this memoÂranÂdum, the signaÂtoÂry orgaÂniÂsaÂtiÂons would like to conÂtriÂbuÂte to a wide debaÂte on the quesÂtiÂon of shaÂring responÂsiÂbiÂliÂty for refuÂgees in EuroÂpe, and they offer a funÂdaÂmenÂtalÂly new approach.
The last few years have reveÂaÂled the deep-seaÂted criÂsis of the DubÂlin sysÂtem: many asylÂum seeÂkers remain witÂhout proÂtecÂtion after enteÂring the EU, but are forced to stay in the counÂtry responÂsiÂble for them, or to return to it. The recent reforÂmaÂtoÂry efforts are not conÂduÂciÂve to emerÂging from the criÂsis, becauÂse they cling to the preÂsent sysÂtem, in parÂtiÂcuÂlar to the desiÂgnaÂting of responÂsiÂbiÂliÂty to the staÂte of entÂry. This memoÂranÂdum (see below) indiÂcaÂtes an alterÂnaÂtiÂve. The signaÂtoÂry orgaÂniÂsaÂtiÂons hope it will set off a broad disÂcusÂsion about the paraÂmeÂters of a sysÂtem of shaÂring responÂsiÂbiÂliÂty in EuroÂpe based on soliÂdaÂriÂty and the needs of refugees.
